There are pre-compiled executables for IRIX 5.3 in bin/sg

The Makefiles etc are all written for a Silicon Graphics IRIX 5.3
If you are using a different machine you may need to change the name
of the C compiler to ANSI C if that is not the default compiler

type BUILD to make the executables (ignore warnings about params multiply defined
and qsort).
All executables are copied to the bin directory

The files doc/licence and doc/appendix_A are the text
files corresponding to the licence agreement that
should have already been signed.
