Not in version 2.4, but it is in the development version which will be 
released in a month or two. If you take a look at the jalview 
development version (see www.jalview.org/versions.html), you'll find a 
new submenu under the View menu of the alignment window that allows you 
to enable or disable the sequence ID tooltip content.
